Height Limit. Downtown zoning was increased to allow 4 stories (March 2024).

Rezoning. Over XX sites rezoned for housing.

Reduced Barriers. To encourage business growth, the City is evaluating the approval process for various commercial business types and eliminate unnecessary restrictions or requirements. (Spring 2025).

Benicia boasts a 3,000-acre industrial park and port, as well as local-serving shopping centers and visitor-serving downtown and waterfront areas.

In 2025, regulations will be updated to support the long-term use of the Port of Benicia, better supporting 21st-century manufacturing, including green energy, and encourage economic productivity and employment in our Industrial Park.
